Pocono Mountain West High School Student Council Constitution

 

Article I. Name

           Section I. This organization shall be identified as the Pocono Mountain West High School Student Council.

 

Article II. Purpose

           Section I. The purpose of the Student Council shall be to represent the entire student body. It shall maintain a forum where students can feasibly voice their concerns and thoughts about school activities sponsored by Student Council. The Student Council is to maintain a positive school environment and orchestrate appropriate activities and programs. The Student Council is an organization to sustain good citizenship in the school and local communities, leadership to all, and facilitate school spirit within the student body.

 

Article III. Responsibility

           Section I. Responsibilities of the Student Council members are within the limitations that the school administrators and Student Council Advisors establish.

           Section II. The general duties that must be accomplished by all members of the Pocono Mountain West High School Student Council, regardless of position, are as follows:

                                        A. Fulfills all fundraising responsibilities

                                        B. Attend all meetings and worksessions set by Advisors

                                        C. Attends all Student Council events as directed by advisors

                                        D. Attends all class meetings when held

                                        E. Adhere to the Pocono Mountain West Student Council “Code of Conduct”

                                        F. Adheres to all in school worker’s schedules, including but not limited to,

                                            school store, events/sign up tables, and service activities

                                        G. Attends all workshops as set by the Advisors

Article V. Executive Board Qualifications and Duties

           Section I. Student Council President

                      A. Qualifications

                                 1. Must be a Sophomore, Junior, or Senior during term of office

                                 2. Must have one year Student Council experience

                                 3. Must have skills necessary to complete duties of office, including, but not limited to agendas,worker schedules, written reports, verbal communication skills, and to-do lists.

                      B. Duties

                                 1. Leads the Executive Board in all activities

                                 2. Presides over all Executive Board and Full Council meetings

                                 3. Acts as a voting member of the Executive Board

                                 4. Delegates and orders all Student Council functions as a representative of Pocono Mountain West High School

                                 5. Oversees the duties of select Officers, Committee Chairpersons, Class Representatives, and Committee Members

                                 6. Maintains constant communication with all members of Student Council and Advisors

                                 7. Organizes agendas and sets objectives for the Executive Board and Full Student Council meetings

                                 8. Awards a Student Council Member of the Month award to a member of the council on a monthly basis

                                 9. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings

                                 10. Attends all Student Council meetings and functions

                                 11. Attends and gives reports at monthly school board meetings as a representative of Pocono Mountain West High School Student                                  Council

                                 12. Schedules and attends regular meetings with principal as needed

                                 13. Attends and serves on Principal’s Advisory Committee (PAC)

                                 14. Sets and oversees financial meetings with Advisors, Vice President, Fundraising Officer,

                                       Treasurer, and School Store Manager as needed

                                 15. Oversees and directs the organization and maintenance of the physical environment of the Student Council room and storage room

                                 16. Coordinates and oversees bonding activities within the Student Council

                                 17. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

                                 1. Attend all nine periods in a school day

                                 2. If the student is a senior, take the Student Council Independent Study

                                 3. Has attended at least one gold level PASC Summer Leadership Workshop

 

           Section II. Student Council Vice-President

                      A. Qualifications

                                 1. Must be a Sophomore, Junior, or Senior during term of office

                                 2. Must have one year Student Council experience

                                 3. Must have skills necessary to complete duties of office, including, but not limited to agendas,worker schedules, written reports, verbal communication skills, and to-do lists.

                      B. Duties

                                 1. Assists the President in any way possible

                                 2. Works with the President to run Executive Board and Full Council meetings

                                 3. Works with the President to create agendas and set objectives for all Executive Board and Full Council meetings

                                 4. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings

                                 5. Assumes duties of the President in the event of the President’s absence or inability to preside over the Student Council

                                 6. Acts as a voting member of the Executive Board

                                 7. Oversees the duties of select Committee Chairpersons, Officers, Class Representatives and Committee Members

                                 8. Maintains constant communication with all members of Student Council and Advisors

                                 9. Awards a Student Council Member of the Month award to a member of the council on a monthly basis

                                 10. Attends all Student Council meetings and functions

                                 11. Attends and gives reports at school board meetings once a month as a representative of Pocono Mountain West High School Student Council

                                 12. Serves on Principal’s Advisory Committee (PAC)

                                 13. Attends Principal’s meetings with President as needed

                                 14. Sets and oversees financial meetings with Advisors, President, Fundraising Officer,Treasurer, and School Store Manager as needed

                                 15. Oversees and directs the organization and maintenance of the physical environment of the Student Council room and storage room

                                 16. Coordinates and oversees bonding activities within the Student Council

                                 17. Creates and maintains an event debrief binder

                                 18. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

                                 1. Attends all nine periods in a school day

                                 2. If the student is a senior, take the Student Council Independent Study

                                 3. Has attended at least one gold level PASC Summer Leadership Workshop

 

THE STUDENT ELECTED POSITIONS ARE AS FOLLOWS:

 

            Section III. Senior Class President

                       A. Qualification

                                 1. Must be a Senior during term of office

                                 2. Must have one year of Student Council experience

                      B. Duties

                                 1. Helps coordinate Senior class activities

                                 2. Oversees, coordinates, and organizes objectives for all Class Representatives in all grades

                                 3. Oversees and coordinates all Class Forums

                                 4. Awards a Student Council Member of the Month award to a member of the committee on a monthly basis

                                 5. Organizes agendas and sets objectives for the Class Representative meetings

                                 6. Prepares a detailed report regarding specific activities for all Executive Board and Full

                                     Council meetings

                                 7. Keeps track of attendance for the Class Representatives at all meetings, events, and activities

                                 8. Acts as a voting member of the Executive Board

                                 9. Maintains constant communication with all members of Student Council and Advisors

                               10. Attends all Student Council meetings as a representative of Pocono Mountain West High School

                               11. Attends planning sessions and participates in graduation, including speech at graduation

                               12. Oversees, coordinates, and creates agendas for the Principal’s Advisory Committee (PAC)                                   

                               13. Assists in the planning of the Senior Farewell Event

                               14. Oversees and coordinates the planning of Powderpuff Football

                               15. Oversees and coordinates the Senior Package

                               16. Oversees the planning of the Underclassman Event(s)

                               17. Oversees the planning of the Junior Class Ring Ceremony

                               18. Oversees and coordinates the creation and development of the Senior Video

                               19. Oversees and directs the organization and maintenance of the physical environment of the Student Council room and storage room

                               20. Completes any other duties seen fit by the Advisors or Executive Board

 

                      C. Recommendation

                                 1. Attends all nine periods in a school day

 

           Section IV. Senior Class Representative (3)

                      A. Qualification

                                 1. Must be a Senior during term of office

                      B. Duties

                                 1. Keeps open to and voices the suggestions and comments of the senior students by holding Class Forums

                                 2. Acts as a voting member of the Executive Board

                                 3. Maintains constant communication with all members of Student Council and Advisors

                                 4. Attends all Student Council meetings as a representative of Pocono Mountain West High School

                                 5. Participates in Senior class meetings

                                 6. Serves as a member of the Principal’s Advisory Committee (PAC) by attending all meetings                                    7. Assists with graduation

                                 8. Attends planning sessions and participates in graduation

                                 9. Assists in the planning of the Senior Farewell Event

                               10. Coordinates the participation of the Seniors for Powderpuff Football

                               11. Assists in the implementation of the Senior Package

                               12. Assists in the creation and development of the Senior Video

                               13. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

           Section V. Junior Class Representative (3)

                      A. Qualification

                                 1. Must be a Junior during term of office

                      B. Duties

                                 1. Keeps open to and voices the suggestions and comments of the junior students by holding Class Forums

                                 2. Acts as a voting member of the Executive Board

                                 3. Maintains constant communication with all members of Student Council and Advisors

                                 4. Attends all Student Council meetings as a representative of Pocono Mountain West High School

                                 5. Serves as a member of the Principal’s Advisory Committee (PAC) by attending all meetings                                                          

                                 6. Coordinates and participates in the Junior Class Ring Ceremony

                                 7. Coordinates the participation of the Juniors for Powderpuff Football

                                 8. Assists in the planning of the specific class event

                                 9. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

                                 1. Attends all nine periods in a school day

           Section VI. Sophomore Class Representative (3)

                      A. Qualification

                                 1. Must be a Sophomore during term of office

                      B. Duties

                                 1. Keeps open to and voices the suggestions and comments of the sophomore students by holding Class Forums

                                 2. Acts as a voting member of the Executive Board

                                 3. Maintains constant communication with all members of Student Council and Advisors

                                 4. Attends all Student Council meetings as a representative of Pocono Mountain West High School

                                 5. Serves as a member of the Principal’s Advisory Committee (PAC) by attending all meetings                                    6. Coordinates the participation of the Sophomores for Powderpuff Football

                                 7. Assists in the planning of the specific class event 8. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

                                 1. Attends all nine periods in a school day

 

           Section VII. Freshmen Class Representative (3)

                      A. Qualification

                                 1. Must be a Freshman during term of office

                      B. Duties

                                 1. Keeps open to and voices the suggestions and comments of the freshman students by holding Class Forums

                                 2. Acts as a voting member of the Executive Board

                                 3. Maintains constant communication with all members of Student Council and Advisors

                                 4. Attends all Student Council meetings as a representative of Pocono Mountain West High School

                                 5. Serves as a member of the Principal’s Advisory Committee (PAC) by attending all meetings                                    6. Coordinates the participation of the Freshmen for Powderpuff Football

                                 7. Assists in the planning of the specific class event

                                 8. Completes any other duties seen fit by the Advisors or Executive Board

                      C. Recommendation

                                 1. Attends all nine periods in a school day

 

THE APPLICATION POSITIONS ARE AS FOLLOWS:

            Part I: Officers Section VIII. Secretary A. Qualifications 1. Must be a Freshman, Sophomore, Junior, or Senior during term of office 2. Must have skills in the field of office, as stated on application B. Duties 1. Attends all Executive Board and Full Council meetings 2. Records and files all minutes and any other Student Council proceedings in an organized fashion, which shall be turned in at the end of the term 3. Distributes all minutes of Executive Board meetings to members of the Executive Board 4. Distributes all minutes of Full Council meetings to members of the Student Council 5. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 6. Creates a Student Council calendar for all Student Council events and activities 7. Keeps track of attendance at all Student Council meetings, events, and activities 8. Coordinates and maintains records of all quarterly evaluations (timeline, paperwork, communication, collection, etc.) 9. Maintains a database of the event chaperones and contacts 10. Creates and distributes Student Council Directory for Student Council 11. Creates forms, records, passes and other documents needed for Student Council 12. Maintains constant communication with all members of Student Council and Advisors 13. Acts as a voting member of the Executive Board 14. Completes any other duties seen fit by the Advisors or Executive Board Section IX. Treasurer A. Qualifications 1. Must be a Freshman, Sophomore, Junior, or Senior during term of office 2. Must have skills in the field of office, as stated on application B. Duties 1. Maintains accurate records of expenditures of the Student Council, which shall be turned in at the end of the term 2. Maintains separate records for alternate activities within Student Council 3. Assumes the responsibility of organizing a budget for each school year 4. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 5. Reports the Student Council’s current balance and financial situation at each Executive Board and Full Council meeting and gives a copy to President, Vice President, and Advisors as needed 6. Continuously collects, counts, and deposits all funds of the Student Council 7. Pays all Student Council bills in an organized and timely manner. 8. Attends financial meetings with Advisors, President, Vice President, Fundraising Officer, and School Store Manager as needed. 9. Maintains constant communication with all members of Student Council and Advisors 10. Acts as a voting member of the Executive Board 11. Attends all Executive Board and Full Council meetings 12. Completes any other duties seen fit by the Advisors or Executive Board Section X. Historian A. Qualifications 1. Must be a Freshman, Sophomore, Junior, or Senior during term of office 2. Must have skills in the field of office, as stated on the application B. Duties 1. Attends and takes pictures at all Student Council events 2. Writes a brief summary of all Student Council events 3. Organizes pictures and summarizes in a scrapbook, which should be shown monthly at all Executive Board or Full Council meetings and turned in at the end of the term 4. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 5. Create and maintain Student Council Member of the Month display(s) in the Student Council room as directed by Vice President and President 6. Maintains photographic display of all Student Council members in display cases near bulletin board 7. Maintains appearance of all displays in the Student Council Room 8. Writes piece about Student Council for yearbook (if needed) 9. Maintains constant communication with all members of Student Council and Advisors 10. Acts as a voting member of the Executive Board 11. Attends all Executive Board and Full Council meetings 12. Completes any other duties seen fit by the Advisors or Executive Board Section XI. School Store Manager A. Qualifications 1. Must be a Freshman, Sophomore, Junior, or Senior during term of office 2. Must have skills in the field of office, as stated on the application B. Duties 1. Organizes a schedule for all of the School Store employees monthly and makes sure it is followed 2. Trains Student Council workers to work in the School Store 3. Maintains an ordering schedule 4. Determines lunch captains for each lunch period as well as serve as lunch captain for their assigned lunch 5. Creates and upholds all School Store rules and policies 6. Keeps financial records of the School Store before handled by Treasurer 7. Maintains a neat and orderly appearance of the School Store 8. Assumes all other school store duties needed by the Student Council 9. Maintains and regularly checks pencil machine as needed 10. Attends financial meetings with Advisors, President, Vice President, Fundraising Officer, Treasurer as needed 11. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 12. Maintains constant communication with all members of Student Council and Advisors 13. Acts as a voting member of the Executive Board 14. Attends all Executive Board and Full Council meetings 15. Completes any other duties seen fit by the Advisors or Executive Board Section XII. PASC Educator A. Qualifications 1. Must be a Freshman, Sophomore, Junior, or Senior during term of office 2. Must have skills in the field of office, as stated on the application 3. Must have experience with PASC B. Duties 1. Sits on the Region H Board, if position exist 2. Oversees the attendance at the District 9 Conference and the service project 3. Oversees the attendance at the PASC State Conference and the service project 4. Reports PASC and Region H News 5. Completes Keystone Council Application by maintaining accurate records of activities completed throughout the school year 6. Must create a workshop and present workshop at PASC conference, if accepted 7. Oversees workshop presenters (region and state) 8. Coordinates Summer Leadership Workshop attendance 9. Responsible for the organization, creation, and presentation of workshops and lessons 10. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meeting 11. Maintains constant communication with all members of Student Council and Advisors 12. Acts as a voting member of the Executive Board 13. Attends all Executive Board and Full Council meetings 14. Responsible for all technology needs (i.e. computers, electronics, etc.) as needed 4. Maintains constant communication with all members of Student Council and Advisors 5. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 6. Acts as a voting member of the Executive Board 7. Attends all Executive Board and Full Council meetings 8. Assists the Senior Class President and Class Representatives with the Senior Class Video as needed 9. Actively collects information as required to complete Public Relations duties 3. Updates the Student Council bulletin board on a monthly basis 4. Maintains constant communication with all members of Student Council and Advisors 5. Prepares a detailed report regarding specific activities for all Executive Board and Full Council meetings 6. Acts as a voting member of the Executive Board 7. Attends all Executive Board and Full Council meetings 8. Completes any other duties seen fit by the Advisors or Executive Board Section XV. Utilizes electronic media to maintain contact with students regarding school functions on a daily basis (via various means of communication) 2. Acts as a voting member of the Executive Board 5. Attends all Executive Board and Full Council meetings 6.
